: that was governor romney on the campaign trail in ohio yesterday making his case for a new american economic agenda. 12 hours later, we got our weekly unemployment numbers. the labor department now saying 26,000 fewer americans filed for jobless benefits last week than the week before. that brings the total number to 359,000. but exerts say typically, the number must consistently drop below 375,000, to indicate that highering is strong enough to actually lower our unemployment rate. a big new study meantime provide little hope for the employment picture going forward. a survey of a group of leading ceo's shows they expect to cut jobs in the coming months rather than add them. fox business network's robert gray is live in new york. robert? >> megyn, that's right. it is the business roundtable. this is their third quarter outlook. they are much less bullish if you will on the economy and on hiring than they were just six months ago. as of right now, only about 29% of these ceo's see adding jobs. meanwhile 34% of them say they see headcount declining over the next six months. the reason here is uncert

important speech the president gave in new york. host: how about mitt romney? can you assess from what you have heard and hear him write these past few months? is there a romney doctrine on foreign policy? how would you encapsulate it? guest: i don't know if there is a romney doctrine yet. governor romney is a very smart, successful person. my guess is that it is not the issue he wants to emphasize in the campaign. once the campaign to be about the economy and the unemployment rate. it is a difficult position for a republican to be running against a democrat who has a strong record on national security. that has been difficult for the romney campaign. i worked for republicans and democrats in various administrations, so i am not a political person. but it seems to me that republicans always try to run to the right of the democrats, and sometimes accused democrats of being weak on a national security. in this election you have president obama, who has taken us out of iraq, president obama who has waged a very tough war against al qaeda, has gone after the al qaeda leadership, notably osama

a cartoon. mitt romney -- the u.s. should immediately bomb england. foreign policy with mitt romney. this is a cartoon that i had in my comic strip. we each have these -- i do not know. i am not sure if best and -- i promised i would not miss up your comic strip. we each do a comic strip so we are lucky as far as editorial cartoons. good to use the other side of our brands to read comics. i have been accused of making my way to political. this is my 9/11 tribute. it actually was originally a long strip. you have to turn your head to see it. i made it into an editorial cartoon. here is mitt romney having a candlelight vigil for osama bin laden. this is a cartoon i did the year after 9/11 about maybe some of the causes behind 9/11. this is also the year after 911. i call it the twin tepees. it marks the genocide that has happened. it was a reaction to some of the more excess of chest beating about 9/11. we never remember the other tragedies that have been on american soil. i do not really have anything to say about this. [laughter] i think the ladies and know what i am talking about.

candidate mitt romney spoke at an annual global development conference hosted by bill clinton. he spoke about the recent attack on the american consulate in libya. here is a look. >> for american foreign aid to be more effective if it has got to embrace the principles that you see in these global initiatives. the power of partnerships, access to the trans formative nature of free enterprise and no leverage of the abundant resources that come in the private sector. i believe there are three legitimate object of foreign aid in this country. first is to address humanitarian needs such as the case of medical treatment to millions suffering from hiv aids. second is to foster a substantial united states strategic interests. perhaps military or diplomatic or economic. third is another purpose and one that i think has to receive much more attention and higher priority. in a romney administration and that is aid that elevates people and brings about lasting change in communities and nations. here is an example. a lot of americans including myself are troubled by developments in the middle east.
